At least in our market (Green Bay) it seems to be bottoming out and prices are slightly up (nothing like LA), but the only thing being built around here is new apartment buildings.

Thanks Sandy. If the PM was a professional then his business practices seemed at best questionable. Your suggesting on not letting the tenant do repairs is wise and a legally important one.

I have strong doubts that this was a professional property manager. That said, the owner has the last say. The PM was holding the security deposit. If the PM has no instructions from the owner to disburse the security deposit to the resident, then upon termination of the management agreement, the PM is required to transfer all funds held to the owner, including the deposit.
I suggest never, ever let a tenant do repairs. The end cost is often much more than what you think you might be saving during the tenancy.
