		<description><![CDATA[I have strong doubts that this was a professional property manager.  That said, the owner has the last say.  The PM was holding the security deposit.  If the PM has no instructions from the owner to disburse the security deposit to the resident, then upon termination of the management agreement, the PM is required to transfer all funds held to the owner, including the deposit.  
I suggest never, ever let a tenant do repairs.  The end cost is often much more than what you think you might be saving during the tenancy.]]></description>
